Along with his partner, Mr. Muse, Mr. Weber led the start-up of PennEnergy and has grown the company into one largest privately-owned natural gas producers in the nation. PennEnergy has built a consolidated acreage position of nearly 200,000 acres in the core of the prolific Marcellus Shale in southwest Pennsylvania. The company has consistently drilled and completed among the most productive wells in play and today operates approximately 450 wells. Despite the headwinds of volatile and often depressed commodity prices, PennEnergy has consistently generated significant free cash flow by maintaining one the lowest cost structures in the industry. In 2018, PennEnergy successfully acquired and integrated the assets of Rex Energy Corporation; formerly a public company that had filed for bankruptcy. Since its inception, PennEnergy has religiously adhered to its Core Values and followed a formula of prudently allocating capital to generate high risk-adjusted returns to its unitholders.
Prior to co-founding PennEnergy, Mr. Weber was President of Atlas Energy, Inc. (Nasdaq: ATLS), from 2006 until Atlas’s sale to Chevron Corporation in 2011. Atlas operated more than 10,000 oil & gas wells in four different basins, including the Appalachian Basin, where Atlas was a pioneer in the development of the prolific Marcellus Shale. In addition, Atlas owned and controlled the general partner of Atlas Pipeline Partners, L.P. (NYSE: APL), a mid-stream MLP having pipeline and natural gas processing assets in the Appalachian Basin and Mid-Continent region. He oversaw all operations of the company as well as the IPO of Atlas Energy Resources, LLC in 2006. In addition, he led the $1.2 billion acquisition of DTE Energy’s Antrim Shale assets in 2007, the formation of Laurel Mountain Mid-Stream Partners, L.P., a 50/50 mid-stream joint venture in the Marcellus Shale with The Williams Company, a $1.7 billion development joint venture in the Marcellus Shale with Reliance Industries Ltd, and the $4.4 billion merger of Atlas Energy into Chevron in 2011. During his tenure at Atlas, the company accumulated nearly 300,000 acres, drilled over 300 wells and built one of the premier operating teams in the Marcellus Shale. In 2008, Mr. Weber co-founded the Marcellus Shale Coalition, which continues today as the leading trade organization serving producers and service companies involved in the Marcellus Shale industry.
Prior to joining Atlas, Mr. Weber spent 14 years at McDonald & Company Securities, Inc. (subsequently acquired by Key Corp) where he founded the Energy Group, serving independent oil & gas producers, midstream operators and utilities. He personally led over two hundred transactions involving mergers, acquisitions, divestitures, IPOs, secondary offerings, note offerings and strategic advisory assignments.
Early in his career, Mr. Weber served as an associate at First Chicago Venture Capital, the predecessor of Madison Dearborn Partners and he was a corporate banking analyst at NBD Bancorp. Between 2011 and 2017, Mr. Weber served as a director, and Chairman of the Board for the last two years of his tenure, of Northern Oil & Gas, Inc. (NYSE :NOG), an independent oil and gas producer in the Bakken Shale. From 2011 until 2015, he served on the advisory board of White Deer Energy, L.P., a private equity firm investing in exploration and production and oil service companies.
Mr. Weber graduated in 1985 from Miami University in Oxford, Ohio with a B.S. in Finance. Between 2006 and 2013, he served on Miami’s Board of Advisors of the Farmer School of Business. In 1989, he graduated from Tulane University in New Orleans, Louisiana with an M.B.A. where he was a Freeman Scholar.

Prior to co-founding PennEnergy, Mr. Muse was the Senior Vice President for Marcellus Operations at Atlas Energy Resources, LLC from 2010 to 2011. During this time, he built, led, and managed a team of over three hundred technical and operations personnel in the development of over one hundred Marcellus horizontal wells. Before joining Atlas in 2010, Mr. Muse had a 28-year career with Marathon Oil Company beginning in 1982 spanning numerous technical, management and leadership roles across the U.S. including Offshore Gulf of Mexico and Alaska, Appalachia Marcellus Shale, Wyoming, West Texas, New Mexico, East & South Texas, Louisiana, Oklahoma, Arkansas, and Mississippi. In these positions, Mr. Muse managed the technical, operational, and business management aspects of these assets including engineering, geology, land, regulatory, drilling, completion, production, safety, and environmental activities. Mr. Muse also held corporate positions at Marathon including Worldwide Unconventional Shale Development Manager, Global Procurement Manager and Strategic Sourcing Manager.
Mr. Muse is a past Executive Committee Member of the Marcellus Shale Coalition and Board Member of the Independent Oil and Gas Association of Pennsylvania and was a past member of several other Oil & Gas Associations during his career including Texas Oil & Gas Association, New Mexico Oil & Gas Association, East Texas Engineering Association, Society of Petroleum Engineers, and the American Institute of Chemical Engineers. Mr. Muse also served on the Board of the United Way in Hobbs, New Mexico. Mr. Muse graduated from Rose-Hulman Institute of Technology, in Terre Haute, Indiana in 1982 with a B.S. in Chemical Engineering and participated in Executive Management training and courses at Kelly School of Business at Indiana University Bloomington.
John M. Johnston, Chief Development Officer and Executive Vice President
John joined PennEnergy Resources in September 2011 as Chief Development Officer and Executive Vice President and was appointed to the Board of Directors of the company in October 2012. His responsibilities include all exploration & development of the Company’s upstream assets, guiding the Company’s Business Development, and is actively engaged in all corporate strategic, financial and operational decisions. He was also a member of the Board of Directors of Pine Run Midstream and of Cardinal PA Midstream, both since divested.
Prior, he was Vice President-Unconventional Resources for EXCO Resources, responsible for all engineering, geology, geophysics, and all other technical aspects of the Marcellus Shale, along with their substantial business development efforts.
Mr. Johnston was previously Division Exploitation/Operations Manager for EOG Resources in Pittsburgh, responsible for the exploration, operations, and business development for EOG’s shale, CBM and development drilling efforts in the northeast and central U.S., primarily focused on the drilling and completion of horizontal Marcellus wells beginning in 2005.
Mr. Johnston was Chief Operating Officer for Energy Search, Inc., a start-up independent in the Appalachian Basin which he and the management team took public on NASDAQ in 1997, grew rapidly, and was subsequently acquired by EOG in 2001. He started as a geologist with Gulf Oil in the Permian Basin, became Geological Manager, and then worked the Gulf of Mexico with Chevron USA.
He received his undergraduate degree in Geology from the University of Illinois at Urbana-Champaign and continued his geologic studies in the Master’s program at the University of Cincinnati. He is a Certified Petroleum Geologist and a member of AAPG and SPE.
Mr. Johnston is Past President and Board member of the Southeastern Ohio Oil & Gas Association, Past President of the Ohio Geological Society, Past Board Member of the North American Coalbed Methane Forum and was a Past Board Member of the Marietta College Petroleum Engineering Advisory Board.
Mark C. Lang, Chief Financial Officer and Executive Vice President
Mr. Lang joined PennEnergy Resources in October 2011 as Chief Financial Officer. Prior, he was Chief Accounting Officer and Corporate Controller of Tollgrade Communications Inc. responsible for all domestic and international finance, accounting, SEC reporting and internal controls as well as an integral part of the finance effort for the sale of Tollgrade Communications, Inc. to Golden Gate Capital in May 2011.
Mr. Lang was previously the first Corporate Controller and Interim Chief Financial Officer for CNX Gas Corporation (CNX Resources), a spinoff of CONSOL Energy and one of the largest oil and gas producers in Appalachia. After assisting in the formation of this entity, his responsibilities included establishment and oversight of finance, accounting, SEC reporting, internal controls, Oracle/P2ES software implementation as well as the financial portion of the initial private placement and eventual IPO of CNX Gas Corporation (CNX Resources) in 2006. As Manager of Gas/Land Accounting for CONSOL Energy, he was responsible for accounting, finance, SEC reporting, SOX implementation and SAP implementation. Mr. Lang also served as a financial analyst for Equitable Production Company, a subsidiary of Equitable (EQT), one of the largest oil and gas producers in Appalachia.
Mr. Lang began his career at KPMG spending four years in audit and finishing his time as a senior audit supervisor.
Mr. Lang is a graduate of the University of Pittsburgh, a CPA in the state of Pennsylvania for 25 years, a member of the AICPA, PICPA, COPAS and FEI.
Ben Bates, President
Mr. Bates joined PennEnergy Resources in 2018 as a Corporate Development Analyst, focused primarily on corporate strategy and financial modeling. Since joining PennEnergy, his responsibilities have grown and he was promoted to Corporate Development Manager, followed by Senior Vice President of Corporate Development, and most recently to President.
He has executed numerous transactions at PennEnergy, including the sale of a midstream gathering system, acquisitions of joint venture partner interests, and divestitures of non-core assets. During his tenure as SVP Corporate Development, he oversaw the Reservoir and Geoscience teams as well as corporate planning and strategy.
His current role continues to encompass corporate strategy, all M&A/A&D activities, and the development of PennEnergy’s asset base. He is responsible for the management of the Corporate Development, Land, and Operations teams with a focus on optimizing the business, both strategically and technically.
Mr. Bates’s career started as an investment banking analyst at FMI Capital Advisors in Houston, TX. His role was directed at creating sell-side M&A materials and valuation backup for the Energy Equipment and Services industry.
Mr. Bates holds a Bachelor of Science in Petroleum Engineering and a Master of Science in Business, both from Texas A&M University.
Timothy A. Williams, Chief Operating Officer
Mr. Williams is a highly experienced natural gas professional with 37 years’ experience in the regulated and unregulated areas of the gas industry. Mr. Williams has worked in engineering, construction and operations positions for numerous companies over his career including Columbia Gas, TW Phillips Gas & Oil, Equitable Gas, Atlas Energy, Williams Midstream, and Vista Midstream.
Mr. Williams’s other roles have included Vice President, Operations with UTI Corporation, and Category Manager for Strategic Sourcing of Pipeline Construction Services with IBM Corporation’s management consulting group.
Before assuming his current role, Mr. Williams served as Vice President of Operations for PennEnergy’s Pine Run Midstream subsidiary, Vice President of Production for PennEnergy and, most recently, Executive Vice President of Operations overseeing Production, Construction and Water Transfer, Drilling, Completions, EHS and Air Quality & Sustainability.
Mr. Williams holds a Bachelor of Science degree in Petroleum Engineering from Marietta College, Marietta, Ohio.
Zach Dixon, Executive Vice President – Corporate Development & Land
Mr. Dixon is Executive Vice President - Corporate Development and Land for PennEnergy Resources. Since joining PennEnergy at its inception in 2011, Mr. Dixon has continuously increased responsibility at the company across various roles.
In his current role, Mr. Dixon oversees all PennEnergy’s land acquisition and land administration efforts in accordance with corporate strategy.
Prior to joining PennEnergy, Mr. Dixon worked as an independent Landman managing large title, leasing, and surface acquisition programs in support of Marcellus Shale development across the Appalachian Basin on behalf of multiple operators.
Mr. Dixon holds a B.A. from the University of Pittsburgh. He is a Certified Professional Landman and member of the American Association of Professional Landmen.
Brian W. Boyer, Senior Vice President – Production Operations
Brian joined PennEnergy Resources in October 2018 as a Production Manager. During his tenure at PennEnergy, his knowledge of the business and high-level performance resulted in promotions to Production Operations Director, VP of HES and Regulatory Compliance, and now to SVP of Production Operations. His current role oversees production, technical services, and facility construction and maintenance.
Mr. Boyer’s 25+ years in the industry started in Western Pennsylvania working summers for his family’s business building well facilities and pipelines. After graduation from Miami University of Ohio, he began his professional career with Marathon Petroleum in 1998 working in Ohio as an Operations Analyst before moving to midstream field operations. During the next several years he spent time overseeing midstream operations, a truck terminal, and then moving into an HES role for engineering. Mr. Boyer then moved upstream to Marathon Oil where he spent 6.5 years in Wyoming, with a small stint in Alaska. His roles included Project Management in the CBM fields in Wyoming, Compliance and HES in Alaska, oil and gas Field Operations and Regulatory Compliance in the Wind River, Greater Green River, and Powder River Basins in Wyoming, as well as the Uinta Basin in Utah. Prior to coming to PennEnergy, he also held Operations Manager and Regulatory Operations Manager positions in Wyoming and Oklahoma for Chesapeake Energy from 2015 to 2018, before returning to his home state of Pennsylvania.
Mr. Boyer graduated in 1993 from Thiel College in Greenville, Pennsylvania with a BA in Geology. In 1995, he graduated from Miami University in Oxford, OH with a MS in Geology, followed by a MBA in 1997, also from Miami University.
Ryan Kelly, Senior Vice President – Commercial & Marketing
Mr. Kelly is Senior Vice President of all Commercial & Marketing for PennEnergy Resources, which has been his primary focus since joining in 2018 through various roles at the company.
Mr. Kelly’s role focuses on midstream capacity management for gathering and processing, natural gas liquids management for maximizing efficiency, financial strategies to protect and enhance cash flow, and asset origination, trading, and optimization to maximize value. Mr. Kelly also provides commodity market analytics to optimize profitability and mitigate market risk via physical sales and financial hedging.
Mr. Kelly has over 18 years of risk mitigation and asset optimization experience. Prior to joining PennEnergy Resources, he worked at ARM Energy, headquartered in Houston, TX. His focus was on producer services solutions through financial hedging advisory, physical marketing, and midstream opportunities to over 100 producer clients in all major producing basins throughout the United States. Prior to his time at ARM Energy, Mr. Kelly spent 9 years at PNC Capital Markets in Pittsburgh, PA. While at PNC Capital Markets, he specialized in financial risk mitigation focused on various derivatives solutions for customers across PNC Bank’s footprint.
Mr. Kelly holds a Bachelor of Science in Economics and Mathematics from Allegheny College in Meadville, PA.
Kevin Coleman, Chief Legal Counsel
Mr. Coleman began his oil and gas career in 2008 reporting to Greg Muse at Marathon Oil Company in its Appalachian business unit, working on state and local regulatory compliance and permitting for Marcellus exploratory wells in PA and WV. Mr. Coleman followed Mr. Muse to Atlas Energy in 2010, where he first met and worked with Rich Weber. At Atlas, Mr. Coleman served as Counsel on regulatory and transactional matters as well as Atlas’ merger with Chevron in 2011. After the Atlas-Chevron merger, he stayed on with Chevron as Senior Counsel providing a wide range of legal support for oil and gas exploration and development operations in OH, PA, and WV, including negotiating and drafting various oil and gas transactions (e.g., acreage trades, purchase and sale agreements, oil and gas leases, surface agreements, right of ways, title and royalty disputes, pooling/unitization actions, and confidentiality agreements), seismic acquisitions, midstream and marketing agreements, master service agreements (including drilling rig IADCs), serving as Legal Officer on the Incident Response Team, defending agency enforcements, supporting legislative efforts, as well as managing outside counsel and advising senior management on various litigation.
Mr. Coleman served as Senior Counsel at Chevron until Chevron exited the Appalachian Basin in 2020. Shortly thereafter, he rejoined Rich Weber and Greg Muse at PennEnergy Resources in 2021 as Senior Counsel, where he initially focused on transactional and compliance related work. In 2025, Mr. Coleman assumed the role of Chief Legal Counsel where he now heads up PennEnergy’s Legal Department in providing legal support for all aspects of the business and operations.
Mr. Coleman is licensed to practice law in both PA and WV. He attended undergraduate and law school at Duquesne University in Pittsburgh, PA where he obtained a B.A. in English in 1999 and a Juris Doctor in 2002. Immediately following law school graduation, Kevin completed a one-year clerkship as Law Clerk to the Honorable Judge John M. Cascio at the Common Pleas Court of Somerset County, Somerset, PA.
